The worst electrical jobs often begin with a familiar sentence: "It will only take five minutes."
On yachts, five-minute electrical work can involve live panels, UPS backfeeds, inverter supplies, shore-power converters, battery banks, hidden generator sources, emergency circuits, AV/IT racks, automation panels, stabiliser circuits, lighting processors and contractor assumptions carried over from buildings.
An electrical permit to work and lockout/tagout process is not bureaucracy. It is the control that proves the job has been isolated, tested, supervised and closed out properly.
Applicability depends on vessel size, SMS requirements, flag/class expectations, voltage level, work location, whether contractors are involved, whether emergency or essential services are affected, and whether the yacht is underway, alongside, in refit or in guest operation.
This article describes a minimum onboard control. It does not replace the yacht's approved SMS, flag requirements, class rules, national electrical rules or competent-person requirements.
Do not limit permits to main switchboard work. A permit may be needed for:
- switchboard or distribution-panel work,
- shore-power connection changes,
- battery or charger work,
- UPS maintenance,
- AV/IT rack power changes,
- lighting-control power supplies,
- machinery control panels,
- HVAC electrical work,
- pumps and motors,
- VFDs,
- generator auxiliaries,
- emergency or essential circuits,
- work in wet, confined or machinery spaces.
If the work can expose someone to electrical energy, affect essential services or create a backfeed, treat it formally.
Modern yachts often have multiple energy sources:
- generators,
- shore power,
- emergency generator,
- batteries,
- UPS,
- inverters,
- solar or auxiliary charging,
- hybrid systems,
- stored energy in capacitors,
- remote start/automation commands.
Isolating one breaker may not isolate the equipment. Test-before-touch matters because labels, drawings and assumptions can be wrong.
An electrical permit should record:
- job description,
- location,
- equipment affected,
- responsible person,
- competent worker,
- isolation points,
- lock/tag numbers,
- test instrument used,
- zero-energy verification,
- stored-energy discharge check,
- affected services,
- bridge/engineering notification,
- emergency or essential load impact,
- start and expiry time,
- closeout and reinstatement checks.
The permit should also state whether the job affects alarms, fire systems, bilges, navigation, radio, access control, guest services or security systems.
- Define the job and equipment boundary.
- Identify all sources of electrical energy.
- Notify affected departments.
- Shut down equipment according to procedure.
- Isolate all sources.
- Apply locks and tags.
- Test the tester on a known live source.
- Test the work point for absence of voltage.
- Re-test the tester.
- Control stored energy.
- Perform the work.
- Inspect and clear tools.
- Remove locks only by authorised persons.
- Restore in a controlled sequence.
- Test operation and close the permit.
Contractors should not self-authorise electrical work onboard. The yacht should provide:
- induction,
- work boundary,
- isolation responsibility,
- permit form,
- escort or responsible person,
- emergency contact,
- drawing references,
- stop-work authority,
- closeout requirement.
If a contractor brings temporary power, chargers, test equipment, extension leads or shore-side electrical assumptions into the yacht, that should be reviewed.
- Working from memory instead of drawings and test results.
- Assuming an AV/IT rack is safe because it is "low voltage."
- Forgetting UPS or inverter backfeed.
- Removing another person's lock.
- Not telling the bridge that a system is isolated.
- Leaving labels or tags after reinstatement.
- Closing the permit before testing the system under normal operation.
Before closing:
- tools and temporary leads removed,
- covers and guards refitted,
- labels restored,
- locks and tags removed by authorised persons,
- equipment tested,
- alarms checked,
- affected departments informed,
- drawings updated if changed,
- defects recorded,
- photos attached where useful.
